The central government may ask the property owners to link their land with Aadhaar sooner, so as to expose and have transparent records of the Benami Owner and to offer easier access to crop insurance and a bank loan for farmers under the Digital India Land Records Modernization Program (DILRMP).
Linking land property to 12-digit Adhdaar number would make easier to recognize owners. In this direction, central government has asked every Union Territories and state government to digitalize, “land records, mutation records, sale and purchase records from the year 1950 of any immovable property (see section 2 of the Income Tax Act 1961 and subsequently amended) including land (agricultural and non-agricultural), houses (independent or Society) etc by 14 August 2017.”
The central government has also provided in writing to Digitization of land records saying, “The properties which are not linked shall be considered for appropriate action under the Benami Transaction (Prohibition) Amended Act, 2016.”
The letter was addressed to UTs, NITI Aayog, Cheif Secretaries of States, Additional Chief Secretaries of state, and Lt Governor Delhi dated June 15, to finish digitalisation of land records by August 14. A copy of which also sent to PM’s Office for the further official records.
As matter of fact, linking of Aadhar with property records already done in some states like Telangana, Uttar Pradesh, Andhra Pradesh, Haryana, Maharashtra, and Chattisgarh, this practice is going to start in other states as well soon to take proper action under the Benami Transactions (Prohibition) Amendment Act 2016.
A personnel from the state revenue department stated, “After the land records are linked with Aadhaar, the concerned investigating officials and tax department will be in a position to conduct searches to match property values with annual income declared and tax returns filed.”
